Andy has also set ambitious targets for the region to become zero-carbon by 2038 and to build 50,000 truly affordable homes, including 30,000 for social rent.

  • Innovative Education Paths: Andy is set to introduce the Greater Manchester Baccalaureate (MBacc), starting at age 14, to provide a technical education pathway that connects young people with opportunities in the region’s fast-changing economy. This initiative aims to offer a viable and equal alternative to the university route, ensuring young people in Greater Manchester have access to high-quality education and training that lead directly to employment.

  • Environmental Initiatives: Despite government pressures, Andy continues to oppose the introduction of a charging Clean Air Zone, advocating instead for an investment-led approach to reduce air pollution.

  • Enhanced Autonomy through Devolution: Thanks to the Trailblazer devolution deal Andy negotiated with the government, starting from April 2025, Greater Manchester will gain significantly more control over how public funding is spent, providing the region with the flexibility to tailor solutions to local needs.
